William Luther Mansel was born on October 25, 1955 to Mary Sue Black and LD Mansel in Bay City, Texas. He was proceeded in death by his parents, his first wife, Patricia Travis, and by his cousin, Brenda Walker. He is survived by his wife, Ruby Bolton Mansel. He is also survived by his daughter, Amy Nicole Milner, and her husband David Milner, and their children, Sabrina and James Milner. He was also survived by his daughter, Savannah Young, and her husband AJ Young, and his children Nathaniel Bolton, Sierra Bolton, Meagan Bolton and Justin Bolton. Bill leaves behind his sister, Cissy Mosely and her husband, Bill Mosely, his sister Mary Derrick , his cousins, Larry Speights and Linda Speights, as well as many beloved nieces and nephews.

Bill grew up in Sweeney, Texas, where his father was a sergeant with the police department. Bill went on many shifts as his father's junior partner before he reached adulthood. His father also kept him busy by promoting his lawn care services to the neighbors. Bill used to say that he began working full time when he was 10 year old, because his father gave him no other choice.

After graduating from Sweeny High School in the class of 1974, he went on to earn a bachelor's degree from Baylor University in 1978. He had a good job offer with a restaurant company, but when he visited his parents the weekend of his graduation, the police chief asked him to do a shift with him. As they drove in the patrol car, he turned to Bill and asked, "Do you want to work the rest of your life, or do you want to have fun? Come work with me." So he did. Bill joined his father on the Sweeney police department and worked there for nine years. This allowed him to spend time with his parents as they aged, and repay the love and attention they had given him.

He married Patricia Travis on April 20, 1984. Patricia had one daughter, from a previous marriage, named Amy Milner, whom Bill adored and whom he was proud to claim as his own. Amy was seven years old when her mother married Bill.

The young family moved to Mont Belvieu, where Bill joined the police department later that year. Bill was an officer with the City of Mont Belvieu for sixteen years. During this time, he was put in charge of the DARE program. As part of the DARE program, he taught classes in the local schools about the dangers of drugs, and how to grow up avoiding crime and become a productive citizen. He loved working with children, and knew every member of the community. When he retired from the police force after 25 years of service, he was drawn towards education because of his work with the DARE program. He worked for the Mont Belvieu school district for 16 years; first as a technology teacher, and then as an information technologist instructing teachers, and finally as the school's web master. During this time, Patricia Travis died on October 17, 2009, after a battle with cancer.

On July 28, 2012 Bill married Ruby Bolton, and welcomed into his life, her five children, Savannah, Nathaniel, Sierra, Meagan and Justin. They were ranging in age from 16 to seven. To make the children's transition easier, Bill moved into their existing home in Spring, Texas, and traveled an hour each way until he retired from Mont Belvieu. He spent two years teaching at Porter High School. The family then moved to Tomball, where Bill entered a third career as the office manager for his wife's law practice, where he was a great help and blessing until his health forced him to retire in 2020.

Bill was in many health care facilities the last years of his life, and he was a source of cheerfulness and gratitude to the kind people who helped him. His family will always remember the kindness shown to

him in his final years. William Mansel was a loving son, husband, father, brother, cousin, uncle and a devoted father to many children that he did not have to be. He brought security, love and laughter into the lives around him. The world is a better place for his having been in it, and he will be sorely missed.
