Warren was a true Houstonian, born and raised on the north side, to Warren J. Manuel, Sr. and Pat  Manuel.   He had 2 brothers, Randy and Darrell and 1 sister Renee'.  His grandmother, Alpha Teague, lived with the family his whole life and he always joked he had two loving mothers. His family lived in the same house until his father passed away and his mom moved to Surfside Beach. He enjoyed playing sports with his friends, attended local schools and graduated from Sam Houston High School in 1969. He attended Sam Houston State University then in 1970 he married Shirley, whom he met at Airline Drive-In.  He joined the National Guard and attended boot camp at Camp Ord, California.

After active duty he and Shirley bought a house in Garden Oaks where they raised 3 children, Katrina, Cameron, and Blake. They had 3 grandchildren, Bailey, Chase, Wyatt and another little boy arriving in January.  He coached little league for the boys and chauffeured Katrina to her dance lessons.  He loved barbecuing for family and friends, and made it an all-day event.  In 1984 they built a home in Tomball, where they lived for 33 years.

Warren worked for Houston Light & Power for many years then went to the City of Houston as an electrician, eventually becoming an inspector for the construction of new intersection signal lights. Warren retired from the City of Houston in April of 2006.  In 2017, after Shirley retired, they moved to their river house in Trinity, TX. Warren spent many hours on the front porch swing, bird watching, socializing with neighbors/friends and contemplating his long list of honey-do's. He was quick to make friends and admired for his generous hospitality. He was on 2 barbecue teams, Kick Ash and Jackpot Cookers.  The Kick Ash Team competed at the Houston Livestock Show and Rodeo Cookoff and Warren's job was "Waste Management" and "Greeter". He enjoyed being part of the Northsiders' Car Club with his 1973 Red Ford Mustang Convertible.  Other hobbies included traveling and spending time at the family home in Surfside Beach.  When traveling by plane his drink order was:  " 1 7-UP, 2 Jack Daniels, 3 cups of ice and 4 napkins".

He was a member of the Tomball and Pleasant Hill Masonic Lodges.  Enjoyed fellowship with his brother Masons and participating in many fundraisers, including frying over 200 turkeys for Thanksgiving, cooking chili at the Chili Cook-off (People's Choice Winner for Chili and Beans), and working at the Tomball German Festival selling sausage on a stick.   From Warren:  "I'm glad you got to see me."
