Samoeurn So was born in the city of Commun Dom Dek, a District of Sot Nikom, in the Province Seam Reap of Cambodia on March 2, 1956, Samoeurn went to high school and received his diploma in Battambang, Cambodia. After high school he became a farmer from 1975 to 1979. In 1973 during the War in Cambodia, he joined Commando/ Army to protect his school in Bathombong Province from the Khmer Rouge Regime. After the Vietnam invasion of Cambodia, he escaped to Thailand to seek refuge. While in Thailand he married his wife Sunnary and he volunteered as a guard for the Kid Camp. A few months later he and Sunnary were given a safe passage to the Phillippines where he later was granted safe passage into the United States in 1980. He moved to Houston, Texas where he worked at a manufacturing company until he retired in 2020.

Samoeurn's mother was named Som Say, and his father was named So Mean. Samoeurn is survived by his loving wife of 43 years Sunnary Say. He had three brothers the oldest was named So Mon, the second brother was Hun Seu So Sameunt, the third brother was named So Leunt. His brothers were all teachers in Cambodia who unfortunately all three have passed away during the 80's and early 2000's. Samoeurn had one daughter by the name of Marong Amador who is married to Lucio Amador. Samoeurn had three grandchildren Ledra Amador the Oldest, Lucio (L J) Amador grandson, and the youngest granddaughter Lonnie Amador.

Later in life, Samoeurn dedicated himself to his grandchildren, making sure he visited them every Sunday after church. Samoeurn enjoyed putting his carpentry skills to use with home projects, his last project was new flooring to his garage. Samoeurn delt with a cancer called Adenocarcinoma for over 2years, the aggressive cancer was too much for him. In the early morning of Sunday December 10, 2023 he passed away at the Vitas Healthcare Unit.
