Regan attended North Lewis Elementary School, New Iberia , Louisiana. Upon moving to Tomball, Texas, in 1987 he attended Tomball High School and graduated with the class of 1991.

He was very active in Little League and Babe Ruth Baseball Leagues in New Iberia, Louisiana, prior to moving to Tomball. He participated in baseball and football during his tenure at Tomball High School, and continued his education at Texas A&M graduating in 1996, with a Bachelor of Science degree in Psychology.

Regan was employed by J.R. Richard Pools as Construction Operations Manager

Regan is survived by three daughters, Emily Belvin (18), Avery Belvin (16) and Audry Belvin (11), all of Victoria, Texas.

Father: Richard Belvin of Tomball, Texas.

Sisters: Larae Lucas and husband Robert of Cypress, Texas; Lauren E. Kirby of Tomball, Texas.

Brother: Ryan J. Belvin of Magnolia, Texas.

Maternal Grandfather: Warren P. Guillotte, Sr. of New Iberia, Louisiana.

Uncle: Warren P. Guillotte, Jr. and wife Becky of New Iberia, Louisiana.

Aunts: Rachel G. Peltier and husband Wayne of Lafayette, Louisiana; Regi LeBlanc and husband "Buddy" of Lafayette, Louisiana.

Nieces: Madison J. Lucas of Cypress, Texas; Maggie Lucas of Houston, Texas.

NEPHEW: Jonathan Lucas of Baton Rouge, Louisiana.

Cousins: Rhett Peltier, Hayley Guillotte, Dustin Guillotte, all of New Iberia, Louisiana; Blake LeBlanc of Houston, Texas; and Lindsey P. Vella of Lafayette, Louisiana.

Preceded in death are Regan's mother Deborah G. Belvin; paternal grandparents Grace Gandy LaBauve and James E. Belvin; maternal grandmother Dolores Waldrop Guillotte.
