Franklin James Otto was born on January 23, 1942 in Houston, Texas, to lnocence Frank Otto and Annie Stockbauer Otto. His family resided in Pasadena, Texas at the time. He was the fourth of five children. He grew to be 6 feet tall with blond hair and blue eyes.

Franklin went to Gardens Elementary, Southmore Junior High, and Pasadena High School, graduating in 1960. He then attended San Jacinto Junior College in Pasadena. In 1961, Franklin joined the Army Reserves and went to basic training at Fort Jackson, South Carolina. After six years of service in the Army Reserves, he was honorably discharged in 1967.

On February 16, 1962, he and Sandra Gale Brown were married at Asbury Methodist Church in Pasadena, Texas. They had gone to school together since first grade. Their only child, daughter Susan Lynn, was born March 4, 1968, in Pasadena. Frank enjoyed woodworking, gardening, biking, and traveling. He loved being Pawpaw to his 2 grandsons, who were his pride and joy. He taught 5-year-olds in Sunday School at Memorial Baptist Church in Pasadena for many years, worked on various committees and served as an usher.He and his family moved to Spring in 2008 and are members of Champion Forest Baptist Church.

Frank began working in 1963 at Celanese Corp., later bought by Solvay America. He retired on March 31, 2002, after 39 years from the lnterox division of the plant in Deer Park, Texas.

Franklin is survived by his wife of 58 years, Sandra G. Otto; daughter, Susan Lynn Otto Payne and husband Mark; grandsons, Trevor M. Payne and Brandon T. Payne; and sisters, Helen Otto Fargo and husband Fred, Ann Otto Johnson, and Ruby Otto King.

He is preceded in death by his parents and brother, Bernard Otto.
