Conn was born in Crosbyton, Texas on November 24, 1933 to parents Ancil Roy Steele and Vera Knott Steele. He was preceded in death by his parents and his sister, Annette Steele Cootes. He passed away on September 23, 2022 in Houston, Texas, age 88 years. He is survived by his wife of 64 years, Hattie Dell and His son Frank, four grandsons Daniel, Jeffrey, Matthew and Andrew, two great grandchildren, Madelyn and Michael.

He graduated from St. Mary's University in San Antonio and South Texas College of Law in Houston. He was a CPA/Attorney and spent much of his working life with Barnhart Company, mainly concentrating on the oil business section. He retired at age 81.

His favorite pastimes were rose gardening, stamp collecting, computer games, socializing with friends, Texas football games and traveling throughout the US and many foreign countries, especially on cruises. His many friends enjoyed his supply of stories, some of which were laughing at himself and life. One of his talents was art and he left a legacy of his paintings to be enjoyed by the family. He also loved art auctions and the excitement of acquiring a new piece of art for his collection. He gave back to the community by serving on the Norchester Maintenance Board, several boards at Cypress Methodist Church, working with the Norchester Garden Club and volunteering at election time.

A Celebration of Life service will be held on Saturday, October 29, 2022 at 11:00 a.m. at Foundry Methodist Church, 8350 Jones Road, Houston, Texas.
